Candidates should meet the following requirements:<\/p>\n

    \n
  • 10+ years of progressive HR experience in the United States<\/strong><\/li>\n
  • HR experience in a manufacturing or industrial environment<\/strong><\/li>\n
  • Hands-on HR experience supporting employees in BOTH California and Texas<\/strong><\/li>\n
  • Strong working knowledge of California, Texas, and federal employment laws<\/strong><\/li>\n
  • Significant hands-on Employee Relations (ER)<\/strong> experience<\/li>\n
  • Direct experience handling workplace investigations, employee complaints, disciplinary actions, performance issues, and terminations<\/strong><\/li>\n
  • Experience independently advising managers and leadership on sensitive employee relations matters<\/li>\n
  • Experience with HRIS and payroll systems<\/strong> and coordinating with external payroll vendors<\/li>\n
  • Bachelor's degree or equivalent<\/li>\n
  • English fluency<\/li>\n<\/ul>\n

    This position requires hands-on U.S. HR management experience. Candidates whose experience is primarily recruiting\/talent acquisition or HR administration without substantial Employee Relations and multi-state HR compliance experience may not be a fit for this role.<\/strong><\/p>\n

    Position Summary<\/h2>\n

    A manufacturing company in Houston, TX is seeking an experienced HR Manager<\/strong> to lead day-to-day HR operations for its Houston facility while supporting employee relations and HR compliance for California-based employees.<\/p>\n

    This is a hands-on HR Manager position<\/strong>, with a strong focus on Employee Relations, workplace investigations, performance management, disciplinary actions, terminations, and California\/Texas employment law compliance.<\/p>\n

    The HR Manager will also oversee recruitment, benefits administration, timekeeping, payroll coordination, onboarding\/offboarding, and HR process improvement.<\/p>\n

    Key Responsibilities<\/h2>\n

    Employee Relations & Workplace Investigations<\/h3>\n
      \n
    • Serve as the primary HR contact for employees and managers at the Houston facility and support California-based employees.<\/li>\n
    • Handle employee complaints, workplace conflicts, and allegations involving harassment, discrimination, retaliation, or misconduct.<\/li>\n
    • Conduct thorough and impartial workplace investigations.<\/li>\n
    • Document findings and recommend appropriate corrective actions.<\/li>\n
    • Advise managers on performance issues, disciplinary actions, and terminations.<\/li>\n
    • Coordinate with external employment counsel or independent investigators when appropriate.<\/li>\n
    • Coach managers on employee communication, documentation, complaint handling, and corrective action.<\/li>\n<\/ul>\n

      California & Texas HR Compliance<\/h3>\n
        \n
      • Maintain compliance with applicable federal, California, and Texas employment laws.<\/li>\n
      • Support California-specific HR requirements, including wage and hour practices, meal\/rest breaks, wage statements, final pay procedures, and harassment training.<\/li>\n
      • Review employee classifications and HR practices for compliance.<\/li>\n
      • Monitor regulatory changes and support updates to HR policies, procedures, and employee handbooks.<\/li>\n<\/ul>\n

        Recruitment & HR Operations<\/h3>\n
          \n
        • Manage full-cycle recruitment, including job postings, sourcing, screening, interviewing, and offer preparation.<\/li>\n
        • Partner with hiring managers on staffing needs.<\/li>\n
        • Manage onboarding, offboarding, and employee orientation.<\/li>\n
        • Maintain confidential employee records and HR documentation.<\/li>\n
        • Coordinate medical insurance enrollment and termination and 401(k) administration with external providers.<\/li>\n
        • Support workers' compensation and other company insurance-related administration.<\/li>\n<\/ul>\n

          Payroll, Time & Attendance<\/h3>\n
            \n
          • Oversee employee timekeeping and PTO records.<\/li>\n
          • Resolve attendance and timekeeping discrepancies.<\/li>\n
          • Coordinate with external payroll vendors.<\/li>\n
          • Review payroll-related information for accuracy and compliance for Texas and California employees.<\/li>\n<\/ul>\n

            HR Leadership & Process Improvement<\/h3>\n
              \n
            • Serve as a hands-on HR advisor to management.<\/li>\n
            • Improve performance management, employee counseling, and disciplinary processes.<\/li>\n
            • Develop and improve HR policies and processes as the organization grows.<\/li>\n
            • Provide HR reports and updates to senior management.<\/li>\n<\/ul>\n

              Preferred Qualifications<\/h2>\n
                \n
              • Experience building or improving HR processes within a small or growing organization.<\/li>\n
              • ADP or similar payroll system experience.<\/li>\n
              • SHRM-CP, SHRM-SCP, or PHR certification.<\/li>\n<\/ul>\n

                Work Environment<\/h2>\n

                This is an on-site position in Houston, TX<\/strong> and requires regular interaction with employees and management at the facility.<\/p>\n
